随着我国信息化发展，居民身份证的应用场景持续丰富、使用频率逐步提升，为日常生活提供便利的同时，因身份证表面印制了完整的个人信息，居民隐私面临泄露风险。对此，全国人大代表，中国石化集团公司首席技师、第四建设公司工匠学院焊接教练张振连表示，建议改革居民身份证印制内容、建立居民身份证密码制度、建立身份证使用情况“即时备案”机制，切实保护人民群众隐私安全、财产安全、人身安全，增强居民身份证安全性。
2004年3月29日起，我国正式开始为居民换发内置非接触式IC卡智能芯片的第二代居民身份证，实现了身份证的信息机读和数字化验真，同时拓展了身份证的使用场景，如刷身份证乘坐轨道交通、就医看病、景区游览、特定场景购物等，为居民生活提供了便利。
张振连表示，居民身份证在日常生活中的使用频率逐步提升，随之而来的安全隐患也在上升，身份证制作、发放时表面印制的完整信息，尤其是精确到门牌号的完整“常住户口所在地住址”，成为了居心叵测之人获取他人隐私的途径，居民身份证卡片的遗失以及照片的网络传播，容易导致住址等居民隐私泄露，使得不法分子有了可乘之机，造成人民群众财产损失甚至危及生命安全，也曾出现因身份证和住所钥匙同时丢失致家中财物被洗劫一空的案例。
