陈岩板曾运毒一度被抓，后被赎回

10月12日，中国警方公开发布悬赏通告，通缉两名缅北的电诈头目。通告显示，浙江省杭州市公安局通缉的电诈集团重要头目陈岩板（又名鲍岩板），现任缅甸佤邦建设部部长；云南省昆明市公安局通缉的电诈集团重要头目肖岩块（又名何春田），现任缅甸佤邦勐能县县长。二人分别在广东河源市和云南普洱市有户籍。通告称，凡向公安机关提供有效线索的举报人，以及配合公安机关抓获该人的有功人员，将给予10万至50万元人民币奖励。

4天后，10月16日，缅甸佤邦联合党中央委员会公开发文称，建设部部长鲍岩板、勐能县县长何春田被中国公安通缉，两人身为佤邦高级干部触犯中国相关法律、法规，此事件给佤邦在国际和周边地区造成了巨大的负面影响，也间接影响了佤邦与邻国的政治互信及友好往来。为挽回佤邦政府声誉，维护与邻国的友好关系，经佤邦联合党中央政治局常务委员会研究决定：给与鲍岩板撤销佤邦联合党政治局委员职务，开除党籍、军籍，撤销佤邦建设部部长职务的处分；给与何春田撤销勐能县县长职务的处分。

澎湃新闻从接近佤邦政府的消息人士处证实了上述佤邦的文件。

该消息人士透露，鲍岩板是佤邦赫赫有名的鲍家四兄弟共同的义子，曾担任龙潭区区长，后调入佤邦南部军区任独立团团长。其间，鲍岩板有次带着警卫连押运毒品，缅政府出动3个师，在多国观察员的帮助下抓获了鲍岩板，但佤邦花费巨额资金将鲍岩板赎回，后其担任佤邦建设部部长。另一人何春田曾是鲍家的大女婿。“他们的中国户籍原来是准备逃亡中国时使用，谁知这次是作茧自束。”该消息人士称。

缅北电诈骗：已有4666名嫌疑人移交我方

近期缅北电诈持续受到关注，警方的打击行动也取得了成果。

10月16日，中国公安部刑侦局公开通报称，近日，云南普洱公安机关与缅甸相关地方执法部门开展边境警务执法合作，抓获2349名中国籍电信网络诈骗犯罪嫌疑人并移交我方。这是开展打击缅北涉我电信网络诈骗犯罪行动以来，单次移交人数最多的一次，其中包括网上在逃人员111名。

通报称，10月14日，2349名嫌疑人移交我方并分别由云南昆明以及江苏、河南、山东、湖南、重庆等地公安机关陆续押回，全力开展案件侦办工作。

截至目前，在云南多地公安机关不懈努力下，已有4666名缅北涉我电信网络诈骗犯罪嫌疑人移交我方，其中包括网上在逃人员205名。今年8月以来，全国电信网络诈骗案件数、造成财产损失数同比分别下降24%、20.5%。

公安机关将持续发力，全力清剿诈骗窝点，依法公开通缉、缉捕涉诈人员，坚定不移铲除缅北涉我电信网络诈骗犯罪“毒瘤”，切实维护人民群众财产安全和合法权益。
